Explanation:

y=mx+b

m=slope

b=y-intercept

Note: In parallel lines the slopes are the same

so put in (-2,5) into the values for (x,y) in y=mx+b and -4 in for m.

5=(-4)(-2)+b

5=8+b

-3=b

So then we put that back into the original equation with the slope of -4

y=(-4)x-3
