What does Romeo mean when he tells Mercutlo to “put thy rapier up”? Does Mercutio follow his advice?

Romeo tries to talk Mercutio out of engaging in combat, saying, "Gentle Mercutio, put thy rapier up." Romeo's attempts to talk them both (Tybalth and Mercutio) out of engaging in combat by reminding them both that the Prince forbade fighting anywhere on the streets of Verona proved ineffective. Mercutio doesn't pay attention.
