Answer: When directly quoting text from another source, to avoid plagiarism. You need to use quotation marks, especially if it's literally directed from another source. An example would be if I was writing a book report, I wanted a quotation from my book to describe my character. I would directly take the quote from the book, and make sure to have quotation marks around the said quotation.
