It could be and it could not be because while there is more people which means more soldiers it also means more materials are needed like weapons food water shelter so that means it could be harder to get said resources so all in all it depends on how easy it is to get resources the lay of the land which army was trained better who has the better equipment it depends on a lot of factors so there is no definite answer.
