Explanation:

y-3=-10(x-2) This equation is in point-slope form so the slope is -10

The perpendicular slope is the negative reciprocal so 1/10.

Slope intercept form is y=mx+b

Plug in the points of the x-intercept and slope into y=mx+b

0=-20(1/10)+b

0=-2+b

b=2

y=1/10x+2
