Explanation:

to find slope you do delta y over delta x meaning 3 - 1 over 1 - (-4) you get 2/5 that is slope then you do to find b you take one of the points and you plug in for y = mx + b doesn't matter which one so -3 = 2/5 (1) + b

-3 = 2/5 + b

subtract 2/5 from both sides you get

-17/5 = b

so the equation is

y = 2/5x - 17/5
