WHAT IS A PHRASE?

a group of two or more words that express a single idea but do not form a complete sentence. "out the door" in "they ran out the door" is a phrase.

WHAT IS A CLAUSE?

A clause is a group of words that contains a subject and a verb. The sentence "When it rained they went inside" consists of two clauses: "when it rained" and "they went inside."
