first we change the first equation to slope-intercept form to find the reciprocal slope

2y - 4x = -10

add 4x to both sides

2y = 4x - 10

divide both sides by 2

y = 2x - 5

since perpendicular lines have reciprocal slopes the slope of our new line is 1/2

y = 1/2x + b

to find b we plug in the point

1 = 1/2(-4) + b

1 = -2 + b

add 2 to both sides

3 = b
