60% as a decimal is 0.6

70 x 0.6 = 42
That is the amount taken off the full price.
70 - 42 = 28

Another way to solve is by considering that if 60% of the price is gone, 40% remains. Then you can multiply by 0.4

70 x 0.4 = 28
