(X+2)(6X-1)=28, 6X^2-X+12X-2=28

6X^2+11X-2-28=0, 6X^2+11X-30=0

(6X+20)(6X-9)=0

(3X+10)(2X-3)=0

X = -10/3, X = 3/2 cm, , so length is 8 cm and width is 3.5 cm. Perimeter is (8+3.5)×2= 23 cm.
