Use PEMDAS

First here's the expression written out a little clearer


3+(2+8)^2+4*((1)/(2) )^4

Parentheses: (2+8) = (10).

Exponents: 10^2 is 100, and
((1)/(2) )^4 is
(1)/(2) \cdot (1)/(2) \cdot (1)/(2) \cdot(1)/(2) =
(1)/(16)

Multiplication and division: 4 * 1/16 is
(4)/(16) or
(1)/(4) simplified

Addition and subtraction: Go left to right. 3 + 100 +
(1)/(4) = 103.25 (final answer)
