The United States had placed an oil embargo to stop the Japanese war machine to move further inland of China. After the oil embargo, Japan had two years supply of oil and eventually would run out. This was seen as an aggressive action against Japan and her interests, so Japan had planned to wipe out the American Navy at Pearl Harbor and conquer Asia for its resources.
