parliamentary democracy can mean A LOT of elections sometimes

people need a sense of stability while so many changes take place &

enemies should not think the country is in a weak state while the country changes prime ministers, parties & governments, so

the monarch has the power to make a government in his name

meaning after elections decide who has won the monarch gives the final stamp of approval but

the monarch cannot make laws nor make policy

the monarch just ensures the SYSTEM itself is safe and in place

he can have a branch of the military under him

to protect the existence of the SYSTEM itself

sometimes the monarch can be a tie breaking vote

Unlike absolute Monarchies where their power is absolute, Constitutional Monarchies are where monarchs can only exercise their power or authority in accordance with the Constitution. So only power/authority that is allocated to them from the constitution is what they can use.
