1.

The slope intercept form is y=mx+b

4x-3y=2

subtract 4x from both sides

3y=2+(-4x)

Divide by 3

y=2/3+(-4x/3)

simplify:

y=2/3-4x/3

reorder:

y=-4/3x+2/3

slope= -4/3, y intercept= 2/3

2.

In the same way,

3x+2y=-3

2y=-3-3x

y=-3/2 - 3x/2

y+3/2=-3x/2

y=-3x/2-3/2

y=-3/2x-3/2

slope=-3/2, y intercept= -3/2

I hope this helped you.
