Steps:
ChangeA in dependent variable/ Change in independent variable

Let x denotes the number of hours and y denotes the cost of parking.

Here, X- independent variable and Y- dependent variable

Now, rate of change: change in y/ change in x
= 14-10/3-1=4/2=2

Here, the rate of change =$2 per hour.

Again change of rate= change in y/ change in x

=16-14/5-3=2/2=1

Here the change of rate =$1 per hour

Since both rates of changes are not equal, it means the rate change is not constant.
