y=4x+11

Explanation:

Since it is parallel the slope stays the same (4x)

Use y-y1=m(x-x1)

y-(3)=4(x-(-2))

Negative times a negative is a positive

y-3=4(x+2)

Distribute

y-3=4x+8

Add 3

y=4x+11
