What does this quote mean I need help within 5-10 minutes please :)

The majority is the little people, poor, low, and middle class. So this quote is saying that the ruler doesn't bend to and/or put the upper class on pedestals.Not devoting oneself to virtue is an asset that will pay off for years to come because it won't be forgotten what that the ruler has done for the people under his rule.
