I hope I didn’t misinterpret this, from what I understand, 62% of seats have already been purchased with tickets, leaving only 17,100 open. So you are looking for the base of the ratio, the total seat capacity.

Based on this, the total number of seats in the arena is: B. 45,000 seats.
100% - 62% = 38%, also written as 0.38. Then, 17,100/0.38 = 45,000.

Furthermore, you can find how many seats have been purchased (assuming 1 ticket = 1 seat). 45,000 x 0.62 = 27,900 seats. To check, 27,900 + 17,100 = 45,000 (true!).

I wasn’t sure how to show this as a picture so I tried my best to make a bar graph/chart. The values have a greatest common factor of 900 so each tick mark is equal to 900 seats.
