Remember that

In a parallelogram, opposite sides are congruent

that means

TU=SR and UR=TS

the perimeter is equal to

P=2(TU+UR)

P=32.2

32.2=2(3x-8+16)

solve for x

32.2=2(3x+8)

32.2=6x+16

6x=32.2-16

6x=16.2

x=2.7

therefore

the answer is
