Using weighted mean, the mean is determined by

\begin{gathered} \overline{x}=(\sum w_ix_i)/(w_i) \\ \overline{x}=(1\cdot0+1\cdot10+2\cdot24+3\cdot21+4\cdot16+5\cdot9+6\cdot1)/(1+10+24+21+16+9+1) \\ \overline{x}=(0+10+48+63+64+45+6)/(82) \\ \overline{x}=(236)/(82) \\ \overline{x}=2.87804878 \end{gathered}

Rounding off to one decimal place, the mean number of TVs owned is 2.9.
