Given:

Line 1: (-1, 2) and (2, 3)

Line 2: (0, 0) and (3, 1)

We will find the slope of each line


slope=(rise)/(run)=(y_2-y_1)/(x_2-x_1)

the slope of line1 = m1


m_1=(3-2)/(2-(-1))=(1)/(3)

the slope of the line2 = m2


m_2=(1-0)/(3-0)=(1)/(3)

So, the slope of line1 = the slope of line2

So, the lines are parallel
