step 1

Find the equation of the dashed line of teh graph

we have the points

(0,3) and (3,1)

Find the slope

m=(1-3)/(3-0)

m=-2/3

Find the equation of the line in slope intercept form

y=mx+b

we have

m=-2/3

b=3

so

y=-(2/3)x+3

The solution of the inequality is the shaded area above the dashed line

that means

the inequality is

y > -(2/3)x+3
