The equation that represents this situtation is

7x+1=9x-15

To find the number of chairs in each row, solve the equation for x

\begin{gathered} 7x+1=9x-15 \\ 15+1=9x-7x \\ 16=2x \\ (16)/(2)=x \\ x=8 \end{gathered}

There are 8 chairs in each row.
