y= mx +b

where:

m= slope

b= y-intercept

So far, we are given the slope:

y= 1/6x + b

Now, replace (x,y) by the given point (-3,-2) and solve for b:

-2= 1/6 (-3) +b

-2 =- 1/2 + b

-2 + 1/2 = b

-3/2 = b

b = -3/2

Final equation:

y= 1/6x - 3/2
