To answer this question we will use the following formula for the point that divides a segment with endpoints (x,y) and (z,k) into a ratio a:b:

((bx+az)/(a+b),(by+ak)/(a+b))\text{.}

Substituting b=1, a=2, (x,y)=(-1,2) and (z,k)=(8,15) in the above formula we get:

((-1+16)/(2+1),(2+30)/(2+1)),

simplifying the above result we get:

((15)/(3),(32)/(3))=(5,(32)/(3))\text{.}

Answer:

(5, 32/3).
