We want to know whose measurement of those done by Layne, Tenicia and Juan had the greatest percent error. In this case, we see that the exact value is 25mm, and we remember that the percent error formula is given by:

\text{\%Error}=(\lvert ap-ex\rvert)/(ex)\cdot100\text{\%}

where ap is the aproximate value, and the ex is the exact value.

Using the formula, we obtain that:

\text{Layne: }(\lvert26-25\rvert)/(25)\cdot100\text{\%}=(1)/(25)\cdot100\text{\%}=0.04\cdot100\text{\%}=4\text{\%}
\text{Tenicia: }(\lvert23-25\rvert)/(25)\cdot100\text{\%}=(2)/(25)\cdot100\text{\%}=0.08\cdot100\text{\%}=8\text{\%}
\text{Juan: }(\lvert25-25\rvert)/(25)\cdot100\text{\%}=(0)/(25)\cdot100\text{\%}=0\cdot100\text{\%}=0\text{\%}

This means that Tenicia has the greatest percent error.
