Due to x and y are related proportionaly, you can write:

y = kx

where k is the constant of proportionality.

Solve the previous expression for k, then, replace the values x=-2 and y=-6 to obtain k:

k = y/x

k = -6/(-2)

k = 3

Then, the equation that relates y and x is:

y = 3x

for x = 15, you obtain for y:

y = 3(15)

y = 45
