We got to use the middle part, because it is for values


0\le x<4

So


\begin{gathered} h(0)=2\cdot0^2-3\cdot0+10=0-0+10=10 \\ h(0)=10 \end{gathered}

For


x=4

We got to use the bottom one, since it is for values


x\ge4

So


\begin{gathered} h(4)=2^4=16 \\ h(4)=16 \end{gathered}
