The area of the bigger circle is


\begin{gathered} A=\pi R^2 \\ =\pi*6^2 \\ =36\pi \end{gathered}

The probability can be calculated as


\begin{gathered} P=(a)/(A) \\ =(\pi)/(36\pi) \\ =(1)/(36) \end{gathered}

The probability of hitting the target in the smallest circle is 1/36.
