First, write the mixed number as a simple fraction:

4(3)/(2)=((4\cdot2+3))/(2)=(11)/(2)

Now, divide

28\colon(11)/(2)

28 is the same as 28/1

(28)/(1)\colon(11)/(2)

To divide, we can multiply by the inverse of the second fraction

(28)/(1)*(2)/(11)=((28*2))/((1*11))=(56)/(11)

Answer : 56/11
