first the form of the line:


y-y_1=m(x-x_1)

Then, we replace the values:


y-4=(2)/(3)(x+7)\Rightarrow y-4=(2)/(3)x+(14)/(3)\Rightarrow y=(2)/(3)x+(26)/(3)
