Flowers that bloom = y

number of seed planted = x

Therefore,


\begin{gathered} y=mx+b \\ m=(18-9)/(36-24)=(9)/(12)=(3)/(4) \\ 9=(3)/(4)*24+b \\ 9-18=b \\ b=-9 \\ y=(3)/(4)x-9 \end{gathered}
