The line is a dashed line, it means that the line is not included in the solution and the equation must have the symbol > or < not ≥ or ≤.

By looking at the graph we can see that the line crosses the y-axis at y=4.

Slope intercept equation:

y= mx +b

Where :

m= slope

b= intercept (4)

To find the slope we can see that moving from left to right, the line goes down 2 units (-2) for every unit to the right.

m= rise / run = -2/1 = -2

Final equation:

y> -2x+4

the solution is above the line, so y it's greater than the line.
