SOLUTION

From the diagram given a tile with a number one, represents 1. So two tiles with number one, means 2 and so on

A tile with X means x too. So 3 tiles that are X, means 3x

So I will write what each box represents on the picture for you now

From the picture above the last column is the answer.

Hence


\begin{gathered} 3+2x\text{ and } \\ 2x+3 \end{gathered}

are equivalent

And the answer is Yes
