h(1) represents the ball height when one unit of time has elapsed

if the expression is :

h(t)=-4t^2+12t+2

You only need to put 1 instead of t

\begin{gathered} h(1)=-4(1)^2+12(1)+2 \\ h(1)=-4+12+2 \\ h(1)=10 \end{gathered}

So, 10 is the height when one unit of time has elapsed
