Johnson allowed all Ex-Confederate members to hold political office again, lowered Congress's 50 percent plan to lo less than 10 percent, and because Johnson was a white supremacist, he was sympathetic toward the ex-confederates and the "Lost Cause" so he missed many opprotunities to impugn them.
