If the third side is x, then

The perimeter is 5+19+x.

But every side must be less than the sum of the other

two sides, so x < 5+19

x < 24

Adding 5+19 to both sides to make the left side

equal to the perimeter

perimeter = x+5+19 < 24+5+19 = 48

So 48 is the smallest whole number that is larger than the

perimeter of any triangle with a side length of 5 and a side

length of 19.
