The length of PR is,


PR=\sqrt[]{(x_2-x_1)^2+(y_2-y_1)^2}

Substituting the values then,


\begin{gathered} PR=\sqrt[]{(-8-(-4))^2+(6-4)^2} \\ PR=\sqrt[]{(-8+4)^2+(6-4)^2} \end{gathered}

Hence, option B is correct.
