the parallel line has m=m given, so: mparallel=

1/3 (because you have to simplify the formula:

y= 1/3x+2)

formula of the line passing through a point: y-y0=m(x-x0)

so:

y-4=1/3(x+3)

y=1/3x+1+4

y=1/3x+5 is your answer.
