To determine the total number of doctors we can use a rule of three. In this case we know that 43400 represents the 17.6%, let x be the total number of doctors that is x represents 100%; then we have:

\begin{gathered} 43400\rightarrow17.6\% \\ x\rightarrow100\% \end{gathered}

Then:

\begin{gathered} x=((100\%)(43400))/((17.6\%)) \\ x=246591 \end{gathered}

Threfore, there are a total of 246591 doctors.
