perimeter = 10.28 cm

Explanation:

full circle perimeter = πD = (3.14)(4) = 12.56 cm

half circle = 12.56 cm/2 = 6.28 cm

flat side = 4 cm

6.28 cm + 4 cm = 10.28 cm
