We have this expression:

(15)/(y)

Let's substitute y = 1/4 into this expression.

(15)/((1)/(4))

Multiply the top and bottom by 4/1 in order to get rid of the double fractions.

15((4)/(1))=60

The answer to this problem is C) 60.
