To express this fraction in exponential form we have to remember the following property:

\frac{a^m^{}}{a^n}=a^(m-n)

Applying it to our problem we have:

\begin{gathered} (3^9)/(3^6)=3^(9-6) \\ =3^3 \end{gathered}

So the exponential form of our fraction is

3^3
