As this a sandwich shop it uses bread for all meats.

3 x 4 x 3 = 36

Because 3 x 4 = 12

As the toppings are only repeated 8x3 = 24 and alongside this we add the shorter combinations to this

B1 M1 < B1 M2 < B1 M3 < B1 M4 < B1 M1 T1 < B1 M1 T2 < B1 M1 T3 to B1 M1 T8 etc = 12 combinations step 1

B2 M1 repeat above with B2 to replace B1 above = 12
