\begin{gathered} h(x)=2x^2+3x+1-(7x^2-2x+7x^3) \\ =2x^2+3x+1-7x^2+2x-7x^3 \\ \end{gathered}

rearrange the terms and simplify


\begin{gathered} h(x)=-7x^3-7x^2+2x^2+3x+2x+1 \\ =-7x^3-5x^2+5x+1 \end{gathered}
