To simplify:

3x^3-12x/3x^3+6x^2-24x

On division we get,

\begin{gathered} (3x^3-12x)/(3x^3+6x^2-24x)=(3x(x^2-4))/(3x(x^2+2x-8)) \\ =((x^2-4))/((x^2+2x-8)) \\ =\frac{(x+2)(x-2)}{(x-2)(x+4)_{}} \\ =(x+2)/(x+4) \end{gathered}

Hence, the simplest form is,

(x+2)/(x+4)
