Given:

(-2)/(3)(x-7)=(1)/(6)(x+1)-3

Solving it,

\begin{gathered} (-2)/(3)x+(14)/(3)=(x)/(6)+(1)/(6)-3 \\ \end{gathered}

Solving further,

\begin{gathered} (-2)/(3)x-(x)/(6)=(1)/(6)-3-(14)/(3) \\ (-4x-x)/(6)=(1-18-28)/(6) \\ (-5x)/(6)=(-45)/(6) \\ -5x=-45 \\ x=(45)/(5) \\ x=9 \end{gathered}

Therefore, the value of x = 9
