-2(x + 2)(3x - 1)

Explanation:

f(x) = C(x + 2)(x - 1/3)

f(0) = C(2)(-1/3) = 4

so C = -6

f(x) = -6(x + 2)(x - 1/3) = -2(x + 2)(3x - 1)
