I believe the way you solve this problem is with multiplication.

Every time you multiply something by 10 you simply add a zero. The same goes for 100, you just simply add two zeros.

Since this is a fraction, you do the same for the numerator.

10 times 100 is 1,000 and 6 times 100 is 600. 600/1,000.
