The given expression is,

h(x)==0.1x-5

Let us first consider, x = 2. We have,

h(2)=0.1*2-5=-4.98

Now, let us take x = 4, we have,

h(4)=0.1*4-5=-4.6

So the range is, -4.98 to -4.6. So, h (x) decreases by 0.3
